Barbara E. Maness has been practicing law since 1994. She holds B.A. and M.A. degrees from the University of Denver, and her J.D. degree is from the University of Iowa. In 2001, Attorney Maness established her office in the historic Kimball-Stevenson House located near 6th and Brady Streets on the hill leading up from downtown Davenport, Iowa. After many years of diverse cases including criminal defense and family law, Attorney Maness has limited her practice to two areas of the law which she finds fulfilling and in which she believes she can best assist her clients.

BANKRUPTCY

Bankruptcy is a federal procedure intended to give qualifying individuals and married couples the opportunity for a fresh start. Chapter 7 (liquidation or straight bankruptcy) and Chapter 13 (reorganization) may allow the petitioners (“debtors”) to discharge most unsecured debt, to retain their homestead and necessary vehicles and to avoid garnishments of wages or bank accounts and some liens. Licensed to file bankruptcy petitions in the Southern District of Iowa.

I offer a free personal consultation to discuss whether bankruptcy is a good decision for an individual or married couple.

JUVENILE LAW

I help children and parents in juvenile court in both Scott County and Clinton County in Iowa. Children charged with a delinquent act ( criminal offense ) have the same rights as an adult facing a criminal charge, and I represent the child in these matters. In Child In Need of Assistance cases I am available to represent parents who are accused of abuse or neglect, intervening family members or the children themselves who are the subjects of the State action and need the protection of the Court.
